Two passed on the shoulder. One almost took out a car parked on the side. I’m just staying, lets say 1 out of every 10 drivers has the balls to pass on the shoulder. So that driver passes, and now you have 10 cars behind you. Maybe 1 in 20 has the balls to pass 10 cars on the shoulder, so he goes by. 1 in a 100 have the balls to pass 20 cars on the shoulder, he goes by. How many have the balls to pass 100 on the shoulder? Hell, but the time it gets backed up that far the cars in back won’t even know what’s going on at the start of the line. For all the know it could be a police thing and no one wants to be the asshole flying by everyone on the shoulder only to get to the front and find a cop. =) So if someone tries, just let them by.
