# 93' Ford Aerostar Air Bag Light Flashing

my mom’s van (93’ Ford Aerostar) has to go in for an inspection soon, but the air bag light is flashing. it does a long short short light show, which is a code 12. i looked it up and the problem is LOW BATTERY VOLTAGE (CODE 12). I checked the battery and the voltage is at 13.6v so I’m guessing that’s good. Any idea what could be causing the problem?
