# ??? about rust holes and cert.

will a shop certify a car with rust holes patched with pop rivets and steel?  
i know it is not the correct way to do it but i know it used to be legal, not  
sure about now.

I think as long as its not done on a frame or structual parts of that car it would be fine…but i am just guessing.
