fuck the lower penalties. Legalize them, tax them, state controlled distribution,

i’m not paying for some retard to jerk around at college. we already do enough of that with high school. If you had a plan where the govt would help pay for your college, under the conditions that you hold a certain GPA and graduate, and if you don’t then you are liable to repay said loans, I would be cool with that.
