One would think it’s a Fiat 500. Actually a Georg Pacher Puch. Puch was an obscure company that produced scooters, and this weird car(although sans the sweet aero) One of his nasty hill climb creations(tube chassis, kevlar, ~400rwhp) Fucker scoots.
