But why have fenders on the front wheels if there are holes in them?

yea, i would think that they would have been angled back a bit to block any debris that would fly up

well, seeing as this is merely a concept (probably not even a prototype) they just made it look good, rather than pay any  
attention to function. kinda like crazy LED headlights, 22s and wacked out interiors on concepts at autoshows.
