matters if you need design time , tools, materials. some people already have these so its cheap. or they have friends with them. but if you have a garage with tools and you buy a cheap down’d bike,small car steering setup/brakes/front suspension from junk yard, bunch of tubing, you could slap one together pretty cheap. all matters what your goals are
