its a zero-sum game. in ontario it is estimated to cost upwards of $500 - $800 to process a ticket when it goes through court. I’d imagine your system is a bit less, but still not in the $100 per ticket range.
Our justice’s of the peace often toss out muffler tickets and other $110 fines before they get to court simply on account of the cost / benefit.

Maybe if you assume they are only taking care of you, but I can guarantee that the day’s ticketing revenue will be cash positive. Do the math when you get there and look around at the 100+ people who are all there playing on average about 150 each. Then figure they do this same traffic court multiple times per week all year long.
It’s a revenue machine. Thanks for paying.
