word. but it’s a snowball concept… lie, then keep lying to support Your original lie.  
now, I’m guessing, if someone proves that the emissions are damaging, the private company (GCF) will be responsible for health effects & cleanup.  
In other words: it may be cheaper for them to keep paying to cover it up and grease the wheels. I don’t think any industry underwriter would insure a “small” private company against those kinds of future claims, not now, and surely not cheaply.
