Sport Compact Car started publishing in 1988. There had to be at least a few modified shitboxes to begin publishing a magazine devoted to them.

I think you’ve also forgotten the Mini Coopers of the 1960s, and watercooled VWs from WW2 until the SuperBeetles of the 70s that people still modify today.
