Not as few and far between as you seem to think. I have enough family on various police forces to know what goes on.  
Just so you don’t think this is sour grapes, the last ticket i got was in 1987 and it was BS and the magistrate threw it out. The only other one before that was 1974. Still missing the point…_sigh_
