# Dumb question

What is it with ratty cars running around the area with their lower half painted red/purple? I’ve seen at least three different ones around my area, couple of them regularly. Undercover cops? Gangs? Spies? Communists? Enlighten me.

I havent seen that but it seems like something the Schenectady Puerto Rican contingent would do
