what do you mean by “will anyone run my car for me” ?

Do you want to go to somewhere to get your car tested and stickered or you mean someone to drive you around?

You don’t have to worry, depending on how old the sticker is, just got to watch out for popo.

as for the emmissions failing its because you’re running cat back or larger pipes or something along those lines, if not, then im curious to know why your car would fail emissions, the other problem is that, reputable emission places, have stock vehicle information, and you could also fail emissions because of that, even if your car is perfect. I don’t know bro, i also hate the emissions stuff i usually don’t get one after i’ve bought the car, and if i sell the car i sell as is.
