Is your sister Amanda? If so I was enrolled in ASEP with her back in 2000.

As far as registering your car goes. Why not try Vermont? I haven’t read all the details but you don’t need to be a resident and you don’t have to worry about strict emission laws here. Just need a bill of sale for vehicles older then 15 years here.
