not really what i was trying to ask. If you have a wholesale lisence and buy auction cars, to turn around and sell them publicly.

you have the wrong idea about this. there are two different kinds of license. retail and wholesale. a wholesaler is someone who gets the trade-ins straight from the new car dealers and brings them to auctions or sells to other retail dealers. retail dealers can also buy from auctions or new car dealers but they sell to the public. wholesalers can only sell to other dealers.
