no high beam for regular H4.

just elaborate with the price CHEAP, ballast is made in Germany and bulbs i think china/korea. not too sure.  
as for reliability they should be fine, i installed a set on a civic and maxima awhile ago, so far so good.  
if you are worried about the quality I can get Hella and Bosch HID, that won’t be cheap haha.  
i dunno about the 5000k h7, you can get the 4000k  
put your name up and we are good to go.

once i receive a deposit from everyone I can start ordering.
