omg ur idiots. They have HUUUUUUGE insurance policies in order to allow people to do that. Unless that parking lot is a registered fuckin race track which it would have to be in NY state at least, then its fuckin wreckless driving, fuck

I think it has more to do with public access.  
If it is connected to a public road then laws apply.  
Auto-x parking lots have controlled entry and exit points during events.
