so I’ve heard of this, someone lets thier insurance lapse or whatever or something along those lines, and then the vehicle cant be registered by anyone for like 6 months.

How can I check to see if a vehicle I just picked up has anything like that?

Am I even using the right terminology?

the owner losses the ability to reregister it. i think changing ownership would fix that.
