I would assume it is an approval rating just like DOT. As far as the car goes…not my cup of tea…front looks like a snow plow ---

they’re not safe…simpew as that. The government relizes the cutoffs are wrong. ALL new imports (skylines) imported out west and will have to have some sort of DOT headlight retrofitted in place of the stock units. anyways, somone asked if it was legal and technically it is not. ---
