Is it legal or illegal to have no light above your license plate? like on the cavaliers how they got it just mounted above the license plate in the back bumper

to bad that in the state of PA, only State Police are able to use radar guns, and all others local cops use stop watches and shit like that. So its really pointless unless you think your going to get pulled over by state police alot for speeding.
