Monsanto could probably do this. They did it with just about everything else plant related. Monsanto is definitely and evil corporation however I could see them losing support in the federal government and FDA if this went through. They were successful in creating a terminator gene which renders the seeds of plants sterile. One planted their seedlings are useless forcing you to buy more seeds.
