I wonder if there is a special shoe that could do it… like an inverted bowl with a one way valve to release the suction… ---

A check valve. But they would have to be fairly large bowls and stability is completely lost. ---

This was the tail end of it but for some reason I can’t find clips of the part where they tried their shoes in a pool. It didn’t go well. I think a better bet would be to make it function like the feathers of a flapping wing. When they flap down the feathers catch air but as they flap up, the feathers turn and let the air flow through them.
