# need to reduce a vidoes fame rate & slpit it into sections....

this video i want to share is 15 fps, making it 118mb for a 20 min video, and i want to educe it down to 3 fps and leave the audio out

i might also have to split the video into pieces for emailing

what program should i use ? must be free … dont want anything that adds “file converted with trial version of XXX” to the video either

any suggestions
