They mean like beating the traffic. Like you’re stopped at a red to make a left, and you don’t get an advance green, you just get a regular green, so you’d have to wait for the people going straight to pass, and then you go left. If you think that you’re baller enough to make the left before the cars start going straight, and you try, you get this fine.
