I don’t know about insurance because i don’t know what coverage he has, but he said the car belongs to the insurance company now so maybe he is covered.

As for charges, what could they charge him with an dhow could they prove it? All he has to say is “The was a deer that jumped in front of the car, I swerved and flipped.” Case closed.
