They need an enemy to unite their people against and make the leader look like the savior. Especially if we never engage into war with them he will look like the hero and we will look weak.

Common national enemy makes people forget about their problems and unite with strong national feelings.

Worked many times in the history of the world, worked for us for the last decade, will work for them.
