yes it is. the civic is streetable if you just take the slicks off.

at norwalk the civic went 9.600@158mph(with rusty in the other lane. he said at the 1/8 the civic put car upon car on him.) the evo did 9.4 at norwalk

not sure. I know it is a decent sized T4 based turbo so probably 6k or so full boost reving to 10,000 or so
