According to the guy who uploads it, it is the turbo boost controller.

> used to adjust the Turbo pressure. They had a lot of trouble in the training and both races. After the qualifying the turbocharger was replaced and had to be adjusted.

it could hve to do with timing too. the old harleys had a bar mounted timing control.
