# problems getting bolts off

alright, i know that i asked how to remove the '89 bumper cover already, but i seem to be having some problems. there is one bolt at the very top of the bumper cover attaching it to the side pannel that i cant get off. the over flow tank first was in the way, so i took that off, but i still cant reach it. is there some way that i can get at that bolt from the top? if so what do i have to remove to get at it, or that may not be the right way to go about it at all. thanx,
