Did you ask the guy why he had to stop so quickly?? I mean if you are doing the 2 second rule and you still hit him,i would have to guess that he must have dynamited the brakes.

I would look into getting an aftermarket bumper.I got one after hitting my second Deer with my Crown Vic and it was fairly cheap and easy to install.You will however have to paint it,most come in a dull flat black.
