# someone with a heads up display please help

ok so my heads up display isnt working. i have proper voltage from all wires except for a yellow wire with a green tracer that goes to the E.C.C.S. i am only getting 4 volts. im not sure what the proper voltage is supposed to be so if someone can help my it would be great.
