His racist remarks were made privately. No.  
He wasn’t just neg-repping every chance he got either from my understanding, so no rep abuse there like the issue we had before. If, by example, someone Neg/Pos repped you calling you a racial slur, they would not get banned as it was not in the public forum. As I stated multiple times.
