Well this is obviously part of a broader strategy. Seneca’s sue the state. I don’t assume that it will be an exit… The media is calling it an exit and White has not really commented. My guess is he will make it a rest-stop type of deal where he can sell gas and cigarettes. ---

My thought with the exit was they were tying it to the millions of dollars in “tolls” they’re “owed” for people crossing their land, and that they’d try to make up for it by collecting at that point on the reservation.
