-C5Z
-03-04 Cobra (srsly)
-Poopra
-Some big motor-\> little car swap (2JZ, LS1, 1UZ, VH45, SR20, etc in a e30, s13, s14, NA, NB, etc)
-F-Body
-Powerlab GT35r 350z
-B5 S4
-“older” MB AMG/V12 model (e55 AMG, 03-06 CL600/S600, etc)
-S54 M Coupe
-e46 M3

A lot of different kinds of cars can be had for 25k. All depends on what you want in terms of comfort. A stupid fast Honda or Foxbody could be had or a ballin’ ass S600 that with a tune (granted, a 6,000 tune) can trap 123. Plentyyyy of options.

Bang for your buck you can’t beat the EVO. You can get them for like 16K now. 19K for a really clean one. Few K in mods and your in 11s, 10s.

Ok you asked for best bang for the buck. Not best bang for the buck but also rare.

If rarety is an issue, you could find a high mileage Supra for that price, BMW M3, RX7, etc
