# Where can I find this and what is it called?

Its the wrong stuff in that picture. The proper stuff to use is called: Rubber Welting or fender welt/welting You can find it on ebay.

The difference between the welting and what you pictured is that the welting is fill in and cover up any gaps that are caused by only having the flare mounted at the rivet points.
