if they have tires on them, jack told me about a method I have been using for numerous sets of wheels. cut out cardboard the same diameter, maybe a touch smaller, than the outer diameter of the tires. Use 3 or 4 layers per side, then packing-tape the shit out of them.
my bbs’s got to their destination without a single scratch on the lip.
for your original question; if a pallet wrap type thing is what you’re looking for, uhaul has them cheap

I don’t see why you need shrink wrap…
just place some cardboard over the face of the wheels, tape it down, wrap them in garbage bags, and tape the shit out of them. I’ve never had a problem.
