Yessir.

Where the 600’s/1000’s gain all that speed in the straight and have to start slowing down earlier, the 250R can be on the throttle longer, stop quicker (being so light) and go through a turn faster thanks to rider skill and being able to know the exact limits of the bike.

here is another example of smaller + lighter = faster
