# Why pass our overdue budget when we can just jack up the taxes on tobacco?

Well its a side effect of this bill that many small businesses are going to go out of business, obviously big tobacco companies will feel it too but they wont be biting the dust from this bill like cigar shops will. NYS is probably the least friendly small business state in the country.
