im looking for some fairly cheap, maybe stock rims w/ honda centercap. no steelies, since i have those already. im just looking to paint them and throw some new tires on so lets see what you guys have?

So essentially any OEM Honda, 4x100, 14-15" alloy wheel?

yes that would be correct, and i wouldnt say its off the market, for the right price it might sell, but while iv got it im going to continue to work on it.

Those are not any sort of stock GSR wheels. The only 14" GSR rims came from the 92-93, and they do not look like that.
