Umm, not quite. Too much latency in cellular data rates, and HSDPA is only at 3.6MB (the spec peaks at 14.4MB) theoretical bandwidth with rates lower in real world applications.
Europe and Japan have better cellular because they never got on the anaolog (1G) bandwagon, they went straight to GSM.
As far as the article is concerned, I am sure something like that exists but it will be a LONG time before it’s able to be utilized by shlubs like us.
