I don’t think its that near to completion for specs to be out.
But, seeing as they are former Blizz employees, I believe you will be able to tune it down enough so that an average gaming rig(at the end of 07) will be able to run it no problems.
Oh, and for the record, I have not seen any release dates, the last known one was supposed to be Q1 2007, and well, that obviously didn’t happen, so I’m gonna say Q4 2007/Q1 2008.

Random item drops(mods included) will make or break a game. This game has it, so it will rule.
