low offset is relative to a car, a low offset s2000 will run in the high 30s low 40s offset, where as other cars your not getting low untill you hit the single digits. thats why i put it in terms of flush, if your wheels are flush or poking, then they are low offset for your vehicle. its a good judge of fit, obv what is low on one car isn’t gonna be low on another car.
also, spacers are cheating.
your rotas are close, but they aren’t. maybe another 15mm lower offset and it would qualify.

width also plays a large factor in being flush… you can put 10 inch wide rears on an s2000 with a +45 offset and they would still stick out
its a vette wheel with an adapter. to make the 5 x 4.5 pattern fit on a VW,
the wheel is an ET38 16x8.5 with a 25mm adapter giving an the final offset an ET13
alot of the “low offset” wheels are created not bought especially for VW applications.
if you want low offset, swifts sportmax 002’s (or whatever they are called now) only come in ET 0. but they will mexi-poke on most of the cars they end up on without fender pulling.
The 002s come in +15 as well… most people that buy them have no idea what they are doing like you said and end up with the “mexi poke” :lol

they are et15 and 45 or 35, something high. they never came in 0, that is a different wheel they make. and they really aren’t tremendously low, they are only a 8" wide wheel. more reason why just giving an et number makes no sense, i could run a 4" wide wheel with a -25 offset, wouldn’t be a low offset because its only 4" wide.
