So if the car has a canadian title and is legal there and i want to take a truck and dolly or a flatbed up and tow it home am i going to be able to just tow it across the border or will they stop me, i see cars from canada on Ebay all the time and am wondering how someone could buy one and bring it here, WV laws are cool with canada cars, and canada titles are just like any other states title per WV DMV, except that when i change the title here in WV i have to have a Port of entry paper, showing i brought it from canada.

It sounds like you’re describing the process for bringing over a Canadian car that has a matching U.S. model. Here’s the breakdown of what you need BEFORE you go talk to WV:

  1. The car can’t be new. This is an agreement between U.S. and Canadian dealers.
  2. Along with the Title you need a “Certificate of Origin,” usually from the vehicle manufacturer (this is why we can’t just bring Skylines into the U.S.).
  3. You also need certification from the manufacturer that the vehicle complies with FMVSS (federal motor vehicle safety standards), and the letter has to identify the car by its VIN. Incidentally this letter can also state that the car is U.S. EPA approved, which is another requirement.
  4. You fill out a form at Customs stating value of the vehicle and you may or may not have to pay duty tax on it.
  5. You’ll get a Customs Clearance Letter (or something to that effect - this is your Port of Entry document you mentioned)

Keep in mind this is just what I’ve pieced together after some brief research. My recommendation to you for a first step is to call U.S. Customs and ask then what they need, because that’s going to be the biggest challenge.
