Someone school me on tilt-shift?

Alright, so… specific lens or CS5 or a combo? techniques?
I googled, but I like first hand info.

you can buy a specific lens for the effect but its a lot of coin to drop on just a tilt shift lens. you can “fake” tilt shift on cs5 or a bunch of other programs OR you can even go to tiltshiftmaker.com (which is what i used)
