Not true. I just registered a car last month that had a lien on it from the previous owner and I did not have a lien release or a letter from the lien holder.
The previous owner is a friend and the lien was satisfied almost 20 years ago so I am not worried about it.

I was just at DMV a month ago and I registered my car with a lien on the title from the previous owner and I did not have a lien release or a letter from the lien holder. The only thing that will happen now is that my title wile have the lien listed on it.
same with me, i got a car from Sean on here with a Lein on the title, just went to the DMV and registered it fine, the lien was takin car of years ago but was still on the title.

I was at the DMV ~2 months ago, registering a car with a lien. The kid in front of me in line had to leave, because he didn’t have anything from the lien holder saying he was allowed to register it. Then when I got up there I got the “please tell me you have all your paperwork” smart ass response, and the truck was in MY NAME already, and she STILL wanted to talk to the bank before she gave me plates
so fuck off because thats what happened. Apparently she was just an idiot.
edit: maybe not because all that page you referenced says is that you can legally sign the title, hand it to someone else, and they can drive away with the car. It doesn’t say they can register it.
