I think it’s random.
When a plot has 8 dice, it can’t get any more and it’s distributed to another plot.
I think you also gain dice based on how many dice you already have

Dice are distributed as follows. You get 1 at the end of every turn for each territory that is connected. So it’s important to have all your territories adjacent to one another. Its also important to cut your enemies lands off. They are distributed randomly. Sucks but the same goes for the AI.
I mean if I have 20 dice ‘on reserve’ that I get each turn, how are those 20 dice distributed among my 8 plots? not everyone will get an even amount, etc
You wouldnt have 20. You would have only 8 dice. They are distributed randomly.
