That’s a decent deal and it will run 10.5 Leopard fine. It’s nice that it comes with a keyboard and mouse too. It has 1 memory slot and you get can 1GB of memory for it from Crucial for under $50 shipped.
If you are developing for the iPhone, you better make sure that its not a PowerPC Mac Mini. The SDK only works on intel Macs afaik…

The intel ones are more compatible, and newer so they are more powerful

Many people would argue that the powerpc processor’s are “better”
They both have their place, however, the G5 processor is way more of a “modern intel” competitor than the G4.
Apple started to have issues mashing G5s into smaller spaces. They never were able to successfully push out a G5 ibook/powerbook. iMac and Mac Pro were the only ones to get it. That was not a business decision, it was a technical hurdle.
Instead, they switched over to the intel platform. I think that decision was part financial and part technical. It is obvious that they are having no space/heat issues with the new processors, plus, I am sure that the Intel chip is way cheaper than the IBM PowerPc Chip. IBM is a rape-house when it comes to prices.
