Those sites are inconsistent between similar sites of that nature because they use different comparison criteria of factual values and assign different values to them. However they can be a useful tool if you use the same site and the same system to compare one site to a slew of others. Since the judging criteria stays the same and is based on factual measured values it shows progress or decline.
