make one out of pvc and buy a filter from advance !
your best bet for neons is something called the 3.0l intake look it up or head over to http://forums.neons.org/ and search for it. the intake is the best way to get actual cold air and not heat soak your intake.

Thanks for the help guys. My friend has a 03 SXT as well and has the K&N typhoon CAI which sounds so mean, but its a little to pricey for me so I need something that increses sound and power and is of similar construction and quality
Get a 3.0 intake, or build one yourself. You just need a 180 bend off of your throttlebody, and then a small section of pipe to clear your radiator fan, so you can slap on a cone filter of your choice.
