I could be wrong but pretty sure there’s nothing special about the type-r bumper, its the lip that makes the look

also pretty sure 99-00 Si is the same bumper & lip as ek9

There is no such thing as a CTR bumper. All they are lips. You can get a SIR EK4 lip, 96-98 CTR lip, or a 99-00 CTR front lip. You can get even more technical and get EDM Vi RS lips for the 96-98 EK chassis
